Requires the Secretary of the Interior to approve or reject state land selections within 180 days and initiate conveyance within 60 days of approval, with land values determined by independent appraisals

Mandates that relinquished state parcels within reservation boundaries be taken into trust by the Secretary for the benefit of the applicable Indian Tribe upon tribal request, becoming part of the reservation

Establishes valuation procedures including ledger accounts to balance unequal land values, with equalization payments capped at 25% of the federal land value and accounts to be closed within 5 years of the last conveyance

Protects existing rights including grazing permits, mineral leases, treaty rights of Indian Tribes, and land already held in trust for tribes, while requiring hazardous materials inspections prior to any land transfers
