Amends the Animal Welfare Act to establish new housing standards for dog dealers, requiring completely solid flooring, non-stacked enclosures, temperature control between 45-85°F, and minimum indoor floor space of 12-30 square feet depending on dog size

Mandates dogs over 12 weeks have access to enclosed, ground-level outdoor exercise areas with solid surfaces, allowing full stride and play, restricted only during nighttime or severe weather

Requires daily socialization of at least 30 minutes with humans and compatible dogs, including positive interactions such as petting, grooming, and play

Establishes breeding restrictions limiting female dogs to no more than 2 litters per 25-month period and 6 litters lifetime, with age limits of 18 months to 9 years for small breeds and 2 to 7 years for large breeds

Requires the Secretary to issue final regulations within 18 months of enactment establishing these care standards for dog dealers
