Administrator of General Services must establish within 1 year a program allowing federal law enforcement officers to purchase retired firearms from the federal agency that issued the weapon to them

Officers may only purchase firearms within 6 months of the weapon being declared surplus and must be in good standing with their employing agency

Firearms must be sold at salvage value, accounting for age and condition

Program applies to both active and retired federal law enforcement officers as defined under 18 U.S.C. § 115(c)(1)

Machineguns not lawfully possessed before the federal machinegun ban took effect are excluded from the program
