Secretary of Veterans Affairs must collect demographic data (race, ethnicity, tribal affiliation, LGBTQIA+ status, geographic location) from survivors receiving disability and indemnity compensation, pensions, and burial benefits within 180 days of enactment

VA must designate "underserved demographics" based on collected data and review these designations at least every two years, with initial designations due one year after data collection begins

Quarterly outreach services required to eligible dependents of deceased veterans via mail, email, and telephone until they file a benefits claim, with information about the Office of Survivors Assistance and how to find assistance filing claims

Under Secretary for Memorial Affairs must develop outreach strategy within 180 days to raise awareness of national cemetery burial eligibility among veterans and beneficiaries in underserved demographics

VA must establish 5-10 full-time equivalent positions at Department call centers to conduct survivor outreach and assess resources of the Office of Survivors Assistance within one year
