Exempts eligible facilities requests from National Historic Preservation Act (NHPA) review by excluding them from the definition of "undertaking" under section 300320 of title 54

Amends section 6409(a) of the Middle Class Tax Relief and Job Creation Act of 2012 (47 U.S.C. 1455(a)(3)), which governs streamlined approval of modifications to existing wireless towers and base stations

Defines "Federal authorization" broadly to include permits, special use authorizations, certifications, opinions, and other approvals required under Federal law for eligible facilities requests
