Secretary of the Interior must reissue the depredation order from 50 CFR 21.47 (as in effect January 1, 2016) allowing the taking of double-crested cormorants at aquaculture facilities

Expands geographic coverage to include California, Colorado, Connecticut, Illinois, Indiana, Iowa, Michigan, Missouri, New Jersey, Ohio, Pennsylvania, Wisconsin, and any other states or territories the Secretary determines appropriate

Extends eligibility to lake managers and pond managers licensed by state regulatory agencies, in addition to entities covered under the original order

Removes the June 30, 2014 expiration date from the original order and requires renewal at least every 5 years

Secretary must still comply with the National Environmental Policy Act of 1969 and the Migratory Bird Treaty Act
