Authorizes the Secretary of Agriculture to contract with eligible trade organizations to provide technical assistance, needs assessments, and training to improve infrastructure in developing foreign markets for U.S. agricultural exports

Targets infrastructure improvements including cold chain capacity, port facilities, and other supply chain developments to prevent damage or loss of U.S. agricultural commodities

Authorizes $1,000,000 per year for fiscal years 2026 through 2030 to fund the technical assistance program

Amends Section 203(c) of the Agricultural Trade Act of 1978 (7 U.S.C. 5623(c)) to add this new technical assistance authority

Unused appropriated funds may be redirected to support the broader market development program established under the same subsection
