Amends the Federal Election Campaign Act of 1971 to impose contribution limits on Super PACs (independent expenditure committees), subjecting them to the same caps that apply to other political committees

Defines "independent expenditure committee" as any political committee that makes independent expenditures or contributions to other independent expenditure committees aggregating $5,000 or more during a calendar year

Responds to the 2010 SpeechNow.org v. FEC ruling that eliminated contribution limits to Super PACs, citing a 700% increase in independent expenditures between 2008 and 2020 and more than $4.48 billion spent in 2024 elections

Notes that in 2024, the top 1% of individual Super PAC contributors provided 96.94% of all individual Super PAC contributions, with some donors giving over $100 million

Takes effect for contributions and independent expenditures made during the first calendar year after enactment
