Requires certain air carrier operations to comply with the Aircraft Operator Standard Security Program (49 CFR 1544.101(a)) within 360 days of enactment

Applies to Part 135 and Part 380 operators that sell individual seats in advance, publish public schedules, use aircraft with more than 9 passenger seats, and operate outside TSA-managed checkpoints

Directs the TSA Administrator to revise rules, guidance, and policies to implement these expanded security screening requirements

Targets scheduled charter and air taxi operations that currently operate without the same TSA screening requirements as major commercial airlines
