Authorizes the White House Task Force on Celebrating America's 250th Birthday to establish the National Garden of American Heroes, a statuary park commemorating American historical figures

Construction must commence by July 4, 2026, pending Secretary of the Interior approval of the location; the Garden may be established in the Reserve area near the National Mall or on land acquired from state, local, tribal, or private sources

Establishes the National Garden Fund in the Treasury to receive private contributions for construction and maintenance, with funds available to the Secretary of the Interior, the Task Force, and the National Park Service

Requires the Task Force to submit reports to Congress every 60 days during establishment, and the National Park Service Director to submit maintenance reports every 60 days after opening

Authorizes the National Park Service Director to charge visitation fees if the National Garden Fund is insufficient to maintain the Garden
