Requires the Secretary of Agriculture to immediately unfreeze funding and implement all written agreements and contracts entered into prior to the Act's enactment

Mandates payment of all past due amounts owed under USDA agreements and contracts as rapidly as possible

Prohibits cancellation of signed contracts with farmers or entities assisting farmers unless the farmer or entity has failed to comply with contract terms

Prohibits closure of Farm Service Agency county offices, Natural Resources Conservation Service field offices, or Rural Development Local Service Centers without providing written notice and justification to Congress at least 60 days before closure
