Amends the National Defense Authorization Act for Fiscal Year 2017 to expand NOAA's sexual harassment and assault policies to include equal employment protections, requiring annual reports to include case synopses and disciplinary actions taken

Establishes a restricted reporting system within 3 years allowing NOAA employees and covered personnel to confidentially disclose sexual harassment or assault without automatically triggering an investigation

Creates mandatory reporting requirements for vessel operators to report sexual harassment and assault incidents involving NOAA employees or contractors to the Coast Guard Commandant via the fastest available telecommunication channel

Expands the definition of "covered personnel" to include fisheries observers, protected species observers, endangered species observers, and Regional Fishery Management Council members and staff

Prohibits individuals convicted of certain sexual offenses from serving in the NOAA Commissioned Officer Corps and broadens prohibited acts under the Magnuson-Stevens Fishery Conservation and Management Act by removing the "forcibly" and "on a vessel" limitations
