Prohibits U.S. recognition of Bidzina Ivanishvili or any Georgian government led by him or his proxies, citing "ongoing crimes against the Georgian people"

Bars federal officials from taking any action, and prohibits federal funds from being used, to recognize or imply recognition of the Ivanishvili regime

Requires the U.S. to recognize Georgia's incumbent President prior to the October 26, 2024 elections as the only legitimate Georgian leader

Directs use of Global Magnitsky Act and Executive Order 14024 sanctions to deter corrupt activity or foreign influence operations by Georgia on behalf of China, Iran, and Russia

Allows the President to void these restrictions if free and fair elections are held and certified by the Chairman and Co-Chairman of the U.S. Helsinki Commission
