Secretary of Energy must establish a competitive grant program awarding up to 10 grants annually to mining schools for recruiting students and educating mining engineers and professionals to meet U.S. energy and mineral needs

Eligible recipients include ABET-accredited mining, metallurgical, geological, or mineral engineering programs, and geology/engineering programs at public institutions in states with at least $2 billion GDP in mining sectors (2021 data)

Grant funds support programs in critical mineral extraction, rare earth element exploration, reclamation technology, acid mine drainage mitigation, mineral recycling, and environmentally reduced-impact mining practices

Establishes a 6-member Mining Professional Development Advisory Board (3 industry professionals, 3 academics) to evaluate applications, recommend grant recipients and amounts, and provide oversight of fund usage

Repeals the Mining and Mineral Resources Research Institute Act of 1984 (Public Law 98-409) and authorizes no additional funds beyond existing appropriations
