Authorizes livestock producers and their employees to capture, kill, disperse, or transport carcasses of black vultures (Coragyps atratus) that are causing or reasonably believed to cause death, injury, or destruction to livestock, notwithstanding the Migratory Bird Treaty Act

Prohibits the use of poison to take black vultures under this authorization

Requires covered persons who take black vultures to submit annual reports by January 31 to the appropriate U.S. Fish and Wildlife Service Regional Office

Directs the U.S. Fish and Wildlife Service Director to develop and publish a reporting form on the agency website within 180 days of enactment, with the form required to be no more burdensome than existing Migratory Bird Treaty Act permit forms
