Designates approximately 8.4 million acres of Bureau of Land Management land in Utah as wilderness areas across 9 regions: Great Basin, Grand Staircase-Escalante, Moab-La Sal Canyons, Henry Mountains, Glen Canyon, San Juan, Canyonlands Basin, San Rafael Swell, and Book Cliffs-Greater Dinosaur

Withdraws designated lands from mineral and geothermal leasing, mining claims, and other forms of entry or disposal under public land laws

Reserves federal water rights sufficient for wilderness purposes with a priority date of the Act's enactment, requiring federal officials to file claims to protect these rights in state water adjudications

Permits existing authorized livestock grazing to continue subject to regulations consistent with the Wilderness Act, and preserves state jurisdiction over fish and wildlife management

Protects tribal rights and traditional uses, including hunting, fishing, and ceremonial activities, and requires land exchanges for any state school trust lands included within wilderness boundaries
