Prohibits granting licenses or waivers for transactions with Iranian individuals and entities that were on the Treasury Department's specially designated nationals and blocked persons list as of January 20, 2021

Applies to persons sanctioned under Executive Order 13224 for committing, threatening to commit, or supporting terrorism

Allows the President to grant exceptions only after certifying to congressional committees that the foreign persons have ceased their involvement in terrorism

Requires certification to the House Committees on Foreign Affairs and Financial Services, and Senate Committees on Foreign Relations and Banking, Housing, and Urban Affairs

Preserves general licenses issued by the Office of Foreign Assets Control that were in effect on January 20, 2021
