Secretary of Health and Human Services would establish a pilot program providing up to 105,000 homeless individuals ages 18-29 (or emancipated minors) with 36 months of housing assistance, including navigation services, financial coaching, workforce development, and educational services

Half of participants would receive monthly cash payments of $1,400 or the local fair market rent for a 2-bedroom home (whichever is greater), with an option for up to half of payment recipients to receive their first 12 months as a lump sum

Program payments would be excluded from gross income for tax purposes and would not affect eligibility for other federal, state, or local benefit programs or immigration public charge determinations

Secretary would create a database of homeless individuals within 2 years of enactment, with prohibitions on collecting citizenship, immigration status, or Social Security numbers; database must be destroyed within 30 days after program concludes

Establishes a National Youth Economic Advisory Council with representatives from homeless youth organizations, civil rights groups, LGBTQ+ organizations, and community development institutions to advise on program implementation, with a required study evaluating program effects on housing outcomes, health, and feasibility of expanding cash transfer programs
