Establishes a Housing Information Resource Center to improve access for persons with limited English proficiency, including a 24-hour toll-free interpretation service, translated vital documents, and a document clearinghouse

Requires HUD to issue regulations enforcing housing quality standards within 12 months and mandates the inclusion of homeless youth in any studies or reports related to the Act's implementation
