Requires Rural Health Care Services Outreach Grants to ensure funds address health care needs of rural underserved populations and involve those populations in project development and operations

Requires Rural Health Network Development Grants to increase access to quality health care through integrated networks serving rural underserved populations

Mandates that rural underserved populations benefit from and participate in planning, development, and implementation of health care networks funded by these grants
