Establishes a dairy nutrition incentive program within 180 days to increase purchase and consumption of dairy products by SNAP recipients through point-of-purchase incentives

Defines eligible "naturally nutrient-rich dairy" as fluid milk, yogurt and cultured dairy products, and cheese made from cow's milk

Authorizes the Secretary of Agriculture to award competitive grants and cooperative agreements to state/local governments and nonprofits to operate incentive projects

Appropriates $10,000,000 in mandatory funding per fiscal year, with an additional $10,000,000 authorized for FY2026 and beyond; caps evaluation costs at 7% of funds

Transitions existing Healthy Fluid Milk Incentives Projects under the 2018 Agriculture Improvement Act into the new program, with repeal of the old program 1 year after transition completion
