Renames the Community Wood Energy and Wood Innovation Grant Program to the Community Wood Facilities Grant Program and shifts focus from "woody biomass" to "primarily forest biomass" including processing or manufacturing activities

Increases the maximum federal cost share from 35% to 50% and raises the maximum grant amount from $1,500,000 to $5,000,000 per project

Expands eligible thermal energy capacity from 5 megawatts to 15 megawatts and increases the allowable percentage for forest products manufacturing facilities from 25% to 50%

Doubles annual program funding authorization from $25,000,000 to $50,000,000 for fiscal years 2026 through 2030

Amends the Wood Innovations Grant Program to expand eligibility from retrofitting existing sawmills to include construction, use, or retrofitting of forest products manufacturing facilities
