Amends the Farm Credit Act of 1971 to expand eligibility for Farm Credit System loans to businesses that provide services directly related to the operating needs of commercial fishing operations (producers or harvesters of aquatic products)

Authorizes Farm Credit Banks to extend credit and financial services to service providers supporting the commercial fishing industry under Section 1.9 of the Farm Credit Act (12 U.S.C. 2017)

Expands the lending authority of Production Credit Associations under Section 2.4(a) of the Farm Credit Act (12 U.S.C. 2075) to include fishing industry service providers
