Redesignates the César E. Chávez National Monument (established October 8, 2012) as the César E. Chávez and the Farmworker Movement National Historical Park, spanning California and Arizona

Authorizes the Secretary of the Interior to expand the park's boundary to include three additional sites: The Forty Acres in Delano, California; Santa Rita Center in Phoenix, Arizona; and McDonnell Hall in San Jose, California

Requires a general management plan within 3 years of funding, including evaluation of potential additional sites in Coachella Valley and other locations related to the farmworker movement

Authorizes land acquisition by donation, purchase from willing sellers, or exchange, and permits cooperative agreements with states, local governments, and private organizations for preservation and interpretation

Adds the Farmworker Peregrinación National Historic Trail (approximately 300 miles from Delano to Sacramento, California, commemorating the 1966 farmworker march) for study under the National Trails System Act
