Reauthorizes the Deschutes River Conservancy Working Group through 2032, extending it from the previous 2016 expiration date

Restructures the Working Group board to consist of 10-15 members representing environmental groups, irrigated agriculture, Confederated Tribes of Warm Springs, hydroelectric producers, federal agencies, Oregon state agencies, and local government

Increases the allowable administrative costs cap from 5 percent to 10 percent of program funds

Amends the Oregon Resource Conservation Act of 1996 (Public Law 104-208) to implement these changes
