Authorizes the Pines Foundation to establish and maintain the "Fire Island AIDS Memorial" at Fire Island National Seashore to honor residents of Fire Island Pines and Cherry Grove, New York, who died from AIDS

Prohibits the use of federal funds for designing, procuring, preparing, installing, or maintaining the memorial; only non-federal contributions may be used

Permits the National Park Service Director to allow the memorial to be located along the walkway between Fire Island Pines and Cherry Grove, adjacent to the Carrington House

Requires the final memorial design to be approved by the National Park Service Director

Aims to educate future generations about the AIDS epidemic and its impact on Fire Island communities
