Permits funds to support health initiatives, civil society capacity building, supply chain diversification, alternatives to Chinese development assistance, Taiwan's participation in international organizations, and U.S./allied telecom infrastructure alternatives

Requires the Secretary of State to coordinate with USAID, the American Institute in Taiwan, and relevant Taiwan parties, with Taiwan expected to contribute commensurate assistance

Mandates annual reports to Congress for three years detailing funded activities, goals, outcomes, and assessment of Taiwan's cost-sharing contributions
