Classifies the designated river segment as a "recreational river" to be administered by the Secretary of the Interior

Withdraws Federal land within the designated river boundaries from entry, appropriation, or disposal under public land laws, subject to valid existing rights

Prohibits location, entry, and patent claims under mining laws within the designated boundaries

Bars mineral and geothermal leasing or mineral materials disposition on Federal land within the river corridor
