Secretary of State must develop within 180 days a strategy to discourage foreign countries and NGOs from providing assistance to the Taliban, with follow-up reports every 180 days for 5 years

Secretary of State must immediately suspend all foreign assistance to any country or NGO determined to have provided assistance to the Taliban

Requires reports within 30-90 days on: the decision to terminate bounties on Haqqani Network leaders under Rewards for Justice; U.S.-funded direct cash assistance programs in Afghanistan since August 2021; and the status of the Afghan Fund and Da Afghanistan Bank

Rescinds all unobligated balances from approximately 25 funds and programs previously used for Afghanistan reconstruction activities, transferring those amounts to deficit reduction

Expresses sense of Congress that the U.S. should not normalize diplomatic relations with the Taliban unless they expel terrorist groups, stop detaining U.S. citizens and Afghan allies, and restore rights for women, girls, and minority groups
