Secretary of Veterans Affairs must establish a pilot program within 24 months to award competitive grants (up to $2,000,000 each) to nonprofit organizations that provide service dogs to eligible veterans

Eligible veterans must be enrolled in VA healthcare, prescribed a service dog by the Secretary, and have a covered condition including blindness, limb loss, hearing loss, PTSD, traumatic brain injury, or other qualifying disabilities

Grant recipients must provide veteran and dog training, commit to humane treatment standards, demonstrate ADA-compliant service dog training experience, and cannot charge fees to veterans receiving service dogs

VA may provide commercially available veterinary insurance policies to veterans who receive service dogs through the program

Authorizes $10,000,000 annually for fiscal years 2027-2031, with the pilot program terminating September 30, 2031
