Secretary of State may supplement Foreign Service Institute training with courses on the Abraham Accords, peace agreements with Egypt and Jordan, and other Israel normalization agreements, covering diplomatic history, implementation strategies, and regional peace implications

Director General of the Foreign Service is authorized to award fellowships and grants to Foreign Service officers for programs engaging with Abraham Accords countries and Middle East regional organizations

Requires establishment within 180 days of a nonpartisan 4-member Abraham Accords and Normalization Advisory Board, with appointees from House and Senate Foreign Affairs/Relations committee leadership, to advise on curriculum development and strategic planning

Secretary of State must submit a comprehensive training strategy to Congress within 1 year, followed by annual progress reports for 4 consecutive years detailing outcomes and challenges of the educational initiatives

Virtual training modules and interactive content on normalization agreements must be developed for Department of State employees worldwide
