Mandates annual review and sanctions determinations for foreign persons responsible for hostage-taking or wrongful detention of U.S. nationals in Iran over the preceding 10-year period under the Robert Levinson Hostage Recovery Act

Restricts U.S. visas for Iranian diplomats at the United Nations who have been sanctioned under Executive Orders 13224 (terrorism) or 13382 (weapons proliferation)

Requires annual reports on blocked Iranian assets valued over $100,000 globally and international efforts to freeze and seize assets of sanctioned Iranian individuals and entities

Directs the Secretary of State to determine whether U.S. passports should be declared invalid for travel to Iran and requires the President to develop a strategy to deter hostage-taking within 180 days
