Secretary of Veterans Affairs must designate at least 5 VA medical facilities as innovative therapies centers of excellence, with appropriate geographic distribution across the country

Innovative therapies covered include MDMA, 5-MeO-DMT, ibogaine, ketamine, and psilocybin for treating conditions such as PTSD, depression, anxiety, chronic pain, substance use disorder, bipolar disorder, and Parkinson's disease

Facilities must be affiliated with accredited medical schools, psychiatry schools, and social work schools, and must be able to attract research scientists and develop a national data repository on innovative therapy services

A peer review panel of innovative therapy experts will evaluate facility proposals based on scientific and clinical merit, with members serving 2-3 year terms

Authorizes $30,000,000 per fiscal year for research and education activities, with annual reporting to Congress beginning 2 years after enactment
