Establishes a Women Farmers and Ranchers Liaison position within USDA within 120 days of enactment to provide information about agricultural programs, assist with applications, and advocate for women farmers in interactions with Department employees

Requires the Liaison to submit annual public reports to Congress detailing grants, loans, loan guarantees, and cost share programs made to woman-owned agricultural operations, including participation percentages and workforce demographics by GS level

Authorizes the Liaison to enter contracts with research centers, universities, or nonprofits to conduct research on small farm profitability, develop educational materials, provide workshops, mentoring, and internships for women farmers and ranchers

Adds ergonomically designed agriculture equipment and machinery for women as a high-priority research and extension grant area under the Food, Agriculture, Conservation, and Trade Act of 1990

Establishes childcare priority for rural development loans and grants under the Consolidated Farm and Rural Development Act, giving preference to applicants addressing childcare availability, quality, or cost in agricultural or rural communities
