Members of Congress may request to use VA facilities for meeting with constituents, with the Secretary of Veterans Affairs and Administrator of General Services jointly identifying available spaces

Secretary of Veterans Affairs must issue regulations within 90 days of enactment governing facility use, requiring spaces be available during normal business hours in visible, accessible locations

Members must pay rent at rates similar to GSA office space rates in the area, funded from their Representational Allowance (House) or Official Personnel and Office Expense Account (Senate)

Prohibited activities include political campaigning, lobbying for policy changes, photographing patients or staff without consent, and any interference with facility operations; use is banned during the 60 days before federal elections in that jurisdiction

VA may not unreasonably restrict access when space is available and not in regular use by Department personnel
