Prohibits the Secretary of the Interior from issuing any lease or authorization for oil and natural gas exploration, development, or production in three areas off Florida's coast: the Eastern Gulf of Mexico (as defined in the Gulf of Mexico Energy Security Act of 2006), the South Atlantic Planning Area south of 30°43' North Latitude, and the Straits of Florida Planning Area

Amends Section 18 of the Outer Continental Shelf Lands Act (43 U.S.C. 1344) to add these permanent drilling restrictions

Protects existing lease rights by exempting any leases issued before the bill's enactment from the new prohibition
