States must count at least 90% of ballots cast in federal elections and make results publicly available within 72 hours after polls close

States must complete counting all ballots and officially certify election results within 2 weeks after polls close

Exceptions to the deadlines are permitted for major disasters, public health emergencies, cyberattacks, malfunctioning equipment, tabulation errors, new election procedure implementation (first election only), or conducting a recount

Non-compliant states lose eligibility for federal election administration funds from the Election Assistance Commission unless they submit a compliance plan approved by both the Commission and Attorney General

Applies to elections held more than 90 days after enactment and amends the Help America Vote Act of 2002
