Establishes the Finger Lakes National Heritage Area in New York as a component of the National Heritage Area System, covering 14 counties: Cayuga, Chemung, Cortland, Livingston, Monroe, Onondaga, Ontario, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne, and Yates

Designates the Finger Lakes Tourism Alliance as the local coordinating entity responsible for managing the heritage area

Requires the local coordinating entity to submit a management plan to the Secretary of the Interior for approval within 3 years of enactment

Secretary of the Interior's authority to provide federal assistance for the heritage area terminates 15 years after enactment
