Covered public transit points include fixed guideway access points (rail, subway), ferry terminals served by additional transit modes, and bus stops where 2+ routes intersect with service frequency of 15 minutes or less during peak commuting periods

Applies to structures affecting interstate or foreign commerce that have been permitted or authorized by local government
