Establishes a task force within the Executive Office of the President to address Puerto Rico's energy generation emergencies and improve coordination among federal and territorial agencies

Task force consists of 7 members: 1 each appointed by the Secretary of Energy, FEMA Administrator, Army Corps of Engineers Chief, and Puerto Rico's Energy Czar, plus 3 representatives from Puerto Rico's government representing the Energy Bureau, LUMA Energy, and Genera PR

Requires the task force to meet at least every 30 days, with flexible virtual or hybrid meeting options available

Mandates semi-annual reports to Congress and the President beginning 90 days after enactment, then every 180 days thereafter, detailing identified energy problems, recommended solutions, implementation timelines, and responsible entities

Directs coordination with other relevant groups such as the Puerto Rico Grid Recovery and Modernization Team working on energy generation challenges
