Designates approximately 11,599 acres of Forest Service land as the Thompson Peak Wilderness Area, adding it to the National Wilderness Preservation System

Allows continuation of livestock grazing in the wilderness area if established before enactment, and permits wildfire, insect, and disease control measures

Preserves New Mexico's jurisdiction over fish and wildlife management, including regulation of hunting, fishing, and trapping within the wilderness area

Specifies that no protective buffer zones are created around the wilderness area, and nonwilderness activities outside the boundaries remain permissible
