Requires HUD to establish a grant and loan program within 1 year to help eligible entities develop, create, or preserve affordable housing in neighborhoods with housing shortages

Housing projects must be located near at least one qualifying amenity: a federally qualified health center, Medicaid-accepting primary care provider, SNAP/WIC-accepting grocery store, licensed child care provider, pharmacy, or public transportation

Preference given to applicants with housing within 1 mile of 2+ qualifying amenities, or projects that will include amenities within the building itself

Eligible entities include local governments, tribes, public housing agencies, affordable housing developers/owners, and housing-focused nonprofits

Authorizes $100 million annually for fiscal years 2025-2029, and requires HUD to conduct voluntary resident surveys every 2 years for 10 years to assess perceived benefits of proximity to amenities
