Establishes new payment rates for drought and water conservation agreements: participants who permanently retire water rights receive irrigated acre rates, while those converting to dryland uses receive the difference between irrigated and dryland rates

Requires retroactive adjustment of payment rates for existing agreements that currently pay less than the new dryland use formula would provide

Exempts CREP rental payments from the standard Conservation Reserve Program payment limitations that apply to other participants
