Department of Defense prohibited from procuring or using information and communications technology (ICT) hardware products unless obtained from original equipment manufacturers or authorized resellers with direct contractual arrangements

Secretary of Defense may waive the prohibition after notifying congressional defense committees if necessary for scientifically valid research or to avoid jeopardizing mission critical functions

Waiver notices must include justification, security mitigations implemented, and a declaration that the product is not being purchased from an entity under foreign adversary influence or control

Secretary of Defense required to submit annual reports to Armed Services Committees for 6 years detailing the number and types of waivers granted, legal authorities used, and actions taken to reduce future waivers

Takes effect 1 year after enactment with no additional appropriations authorized; Secretary must establish procurement guidance to help ineligible vendors become authorized resellers
