Secretary of the Interior prohibited from entering into new conservation easements with terms exceeding 30 years after enactment

Landowners with eligible conservation easements (those in effect over 30 years or established before 1977 without official maps) may request renegotiation, including shortening terms to 30 years maximum with compensation equal to fair market value minus original inflation-adjusted payment

Landowners may alternatively buy back eligible conservation easements or portions thereof at fair market value as determined by the Secretary

Secretary must provide landowners with a detailed easement map and fair market value determination within 6 months of a renegotiation request

Secretary must notify landowners of renegotiation rights 3 months before an easement reaches 30 years or 1 year before a pre-1977 easement without a map becomes eligible; excludes agreements with Indian Tribes and utility-related agreements
