Requires the Secretary of Agriculture and Secretary of the Interior to enter into a memorandum of understanding with the New Mexico Land Grant Council within 2 years to facilitate cooperation regarding historical and traditional uses of federal land by land grant-mercedes communities

Permits noncommercial traditional uses on federal land including water use, gathering herbs/wood/flora in small quantities, grazing, subsistence hunting and fishing, soil/rock gathering, and maintenance of existing monuments, shrines, and cemeteries

Authorizes routine maintenance and minor improvements of land grant-merced infrastructure on federal land, such as trails, roads, fences, cattle guards, livestock wells, and water systems

Requires the Secretary concerned to consider socioeconomic conditions and annual operating budgets of land grant-mercedes when determining whether to reduce or waive land use permit fees

Preserves existing treaty rights of Indian Tribes, state authority over water and game/fish management, and valid existing federal land use rights, while explicitly not creating any new implicit or explicit rights to use federal land
