Establishes the Coastal and Estuarine Resilience and Restoration Program under the Secretary of Commerce to protect coastal areas with conservation, recreational, ecological, or historical value, and restore degraded coastal property to natural states

Requires the Secretary to initiate designation of at least 5 new National Estuarine Research Reserves within 5 years of enactment, with full designation within 8 years, prioritizing reserves in each coastal state and representing distinct biogeographic regions

Expands grant eligibility to include non-governmental organizations that obtain written state agency support, ensure public access to acquired property, and include deed provisions for property transfer if the organization becomes nonviable

Authorizes $47,000,000 annually for fiscal years 2025 through 2029 for grants under the National Estuarine Research Reserve System

Adds climate change tracking and adaptation as program priorities, including long-term data monitoring for impacts on estuarine systems, lake levels, and sea levels, with priority given to lands that mitigate climate effects through carbon storage or facilitate coastal ecosystem migration
