Requires the Secretary of the Interior to promptly process and grant all pending coal lease applications under the Bureau of Land Management's lease-by-application program where environmental review has already commenced

Mandates completion of specific steps for each qualified application: publishing draft environmental assessments, finalizing fair market value of coal tracts, and taking all necessary intermediate actions to approve the lease

Requires Interior Department to grant any additional approvals needed for previously awarded coal leases so mining activities can commence

Nullifies Secretarial Order 3338 (issued January 15, 2016) which had imposed a moratorium on federal coal leasing, regardless of any judicial decisions or departmental reviews to the contrary
