Permits contractor use during pandemics, health emergencies, seasonal workforce cycles, temporary staffing shortages, and natural disasters when states experience application increases or processing backlogs

Prohibits contracts that incentivize delaying eligibility determinations or denying benefits to eligible individuals, and bars contractors with financial interests in approved retail stores

Requires contractors to be part of a blended workforce that does not replace existing merit-based state personnel and must comply with federal regulations (5 CFR 900.603)

Mandates state notification to USDA before using contractor authority, public posting of notifications within 10 days, and annual reports to congressional agriculture committees on program measures and recommendations
