Increases the maximum loan amount under Section 502(2)(A) of the Small Business Investment Act of 1958 from $5,500,000 to $10,000,000 for energy-related small business loans (clauses iv and v)

Requires the SBA Administrator to submit annual reports to Congress beginning one year after enactment

Annual reports must detail the industries and geographic areas where the Administrator has made loans under the increased limits
